Julien Pain’s project, "Handbook for Bloggers and Cyber-Dissidents" will be relased tomorrow. Pain is Internet Freedom Editor for Reporters Without Borders. Thanks to Rebecca MacKinnon at Harvard’s Berkman Center for the for the sneak peek.
The handbook is a comprehensive look at blog publishing, from tools, capabilities and ethics, to circumvention of filtering and avoiding censorship. This isn’t simply a pamphlet for cyber-dissidents. Even wannabe cat bloggers and me-booksters can learn a lot from reading it.

Too bad its a PDF - that excludes everyone without a PFD viewer. What’s wrong with universal HTML that can be rendered even on plain text screens running LYNX?
